Each alternate year thereafter the Mayor shall appoint one person as successor to the member whose term expires to serve six years. A vacancy during the term of any member shall be filled for the unexpired term in the manner authorized for an original appointment.

The Municipal Civil Service Commission shall provide for examinations and resignations and for appointments, and promotions within the classified civil service.
