How to Obtain Water for New Construction
Note: All forms can be found at: Online Permits Access and Processing Portal
- Complete the Water Permit found online in the portal and submit a copy of your Sanitary Sewer Permit. A Sanitary Sewer Permit can be obtained at the Summit County Department of Environmental Services (D.O.E.S., Phone number: 330-926-2400.
- You will be notified thru the portal when your Water Permit has been processed and payment can be made online at that time.
- The excavating contractor must be registered through the City of Stow to complete the waterline work. The City of Stow Engineering Department can provide you with a list of registered water excavators. If you would like to use an excavator that is not registered with the City, they can register online thru the portal and process the payment fee at that time.
- The excavating contractor must also complete the Right-of-Way Bond Form found in the portal and interview with the City of Stow Engineering Department.
- Please call the Engineering Department at 330-689-2719 when you are ready for the installation of the water meter. Please allow two days for installation.
Please note: Final Occupancy inspection and approval will be withheld pending a water meter set.
How to Obtain City Water if You Have Well Water
- Complete the Plumbing Permit found online portal.
- Please call the Engineering Department at 330-689-2719, to make sure water lines are accessible to your residence.
- Complete the Water Permit found in the online portal. You must have sanitary sewer through the Summit County Department of Environmental Services (330-926-2400), to tap into the City Water.
- You will be notified thru the portal when the Water Permit has been processed and payment can be made online at that time.
- The excavating contractor must be registered through the City of Stow to complete the waterline work. The Engineering Department can provide you with a list of registered water excavators. If you would like to use an excavator that is not registered with the City, they must register as a contractor in the online portal and process the payment fee at that time.
- The excavating contractor will need to complete the Right-of-Way Bond Form found on the portal and interview with the City of Stow Engineering Department.
Installation of an Irrigation Meter
- Obtain an Irrigation Meter Form found online in the portal.
- Have your plumber plumb up your house up to the irrigation meter. You can call the Engineering Department at 330-689-2719 to get a copy of the drawings or they can be found in the Document Center.
- Complete and submit the Irrigation Meter form and provide payment to the City of Stow for the price of the irrigation meter (the cost of the meter is listed on the form). If mailing a check, send it to the attention of the Engineering Department at 3760 Darrow Road, Stow, Ohio, 44224. This must be paid before a meter will be set.
- When the plumbing is set up and ready for the meter, please call the Engineering Department at 330-689-2719 to set up an appointment to have the meter set up and the remote installed by the City of Stow Water Department. Please allow 2 days for installation.
- After the meter is set, please have your plumber install the backflow preventer. This has to be tested at that time by a certified plumber and every year after. A Backflow Test Form must be sent to the City of Stow's Water Superintendent every year.
How to Split a Duplex Meter into Two Separate Lines
- The owner of the duplex shall obtain a Plumbing Permit Application Form found online in the portal to plumb up to the second meter prior to receiving a meter installation from the City of Stow. The customer shall have the plumbing set up to the City of Stow's standard drawings.
- All cross-connections between the two duplex units must be eliminated prior to setting any new meter. The customer shall install the needed plumbing connections at their own cost. The customer shall pay for a City approved meter from the Engineering Department. Please call the Engineering Department at 330-689-2719 regarding costs, set-up, etc.
- The customer shall call the Engineering Department at 330-689-2719 in order to set up an appointment for the meter installation by the City. The City requires a minimum of two working days following the purchase of the new meter for installation.
Downspout Replacement
- To replace any downspouts in the city right-of-way (i.e. by curb lawn, under sidewalks, by a culvert, etc.), a Right-of-Way Permit is required. Please contact the Engineering Department for any questions related to drainage issues.
- Complete the Right-of-Way form found online in the portal.
- You will be notified when your Right of Way permit has been processed and payment can be made online at that time, if applicable.
- Request an inspection online using the portal when the pipe is installed and exposed.
Replacing Sidewalks
- To replace existing sidewalks, a Right of Way Permit is required and can be found online in the portal. This is a no fee permit.
- City of Stow Standard Drawings are available online for reference.
- Two inspections are required for sidewalk replacements and both can be submitted online thru the portal or you can call the Engineering Department at 330-689-2719.
1. Pre-pour Inspection: 24 hours in advance of pouring your concrete when the sidewalk is formed up.
2. Final Inspection: After the concrete has been poured, backfilled around the edges of the sidewalk, and when the job is complete
Drive Approach Replacement
- You must complete a Right of Way form found online in the portal. You will be required to submit a set of drawings at that time. A set of sample standard drawings can be found online at: Forms and Drawings Center
- You will be notified once the Right of Way Permit has been approved and payment can be processed at that time. The cost of the Right-of-Way Permit is $160.00.
This is broken down as follows:
Right-of-Way Permit fee: $60.00 plus Right-of-Way Bond fee: $100.00.
The Right of Way Bond Fee will be returned to you after the job has been completed to the satisfaction of the City of Stow. - Two inspections are required and both can be submitted online thru the portal or you can all the Engineering Department at 330-689-2719.

2. Final Inspection: After the concrete has been poured, backfilled around the edges of the approach, and when the job is complete.
At this time, request that the bond be released. If released, the bond ($100) will be returned within 4 to 6 weeks.
Culvert Replacement
- A Right-of-Way Permit is needed to replace a culvert in the city's right-of-way. This form can be completed online in the portal. You will be required to submit a set of drawings at that time.
- A set of City of Stow Standard Drawings is available from the Engineering Department or these can be found in the Forms and Drawings Center. If you are not sure of what size culvert pipe should be installed, an engineering inspector will assist you.
- You will be notified once the The Right-of-Way Permit ahs been approved and payment can be processed at that time. The cost of the ight of Way permit is $160.00
The fee is broken down as follows:
Right-of-Way Permit: $60.00 plus Right-of-Way Bond fee: $100.00
The Right of Way Bond fee will be returned to you after the job has been completed to the satisfaction of the City of Stow. - Two inspections are required and both can be submitted online in the portal or you can call the engineering Department at 330-689-2719.

2. Final Inspection: After the culvert is complete.
At this time, request that the bond be released ($100.00). If released, bond will be returned within 4 to 6 weeks.
