The current Comprehensive Plan was approved by the Stow Planning Commission on September 12, 2017, and adopted by City Council on January 11, 2018, after a planning process that consisted of open houses, task force strategy sessions, and numerous public meetings with the Planning Commission and City Council.
A Comprehensive Plan is a guideline for the long-range development of the City that establishes community goals and policies for land use and development within the City of Stow and assists the Administration, Planning Commission, and City Council when making decisions regarding zoning, development, capital improvements or other service issues. A Comprehensive Plan includes broad land use policies, specific land use recommendations, and implementation or “action” recommendations.
The updated 2025 School Travel Plan, part of the City of Stow’s Safe Routes to School initiative, seeks to make walking and biking safer, more appealing, and accessible for K–12 students in the Stow–Munroe Falls Public Schools district and Holy Family School. Guided by the Ohio Department of Transportation’s program, the plan outlines a comprehensive vision combining infrastructure improvements, policy shifts, and supportive programs. A steering committee—including school leaders, city officials, and community members— led the effort, focusing on eight schools. Their efforts included on-site "walk audits" during dismissal and a public survey that yielded 48 responses, all informing recommendations to enhance sidewalks, crossings, bicycle facilities, and non-infrastructure measures. With the new plan now complete, Stow is positioned to unlock additional pedestrian-safety funding opportunities
